More detailed description about program evaluation is available upon request. Evaluation typically involves many elements/stages, and the cost increases for each element/stage of the evaluation that is not completed internally to the client's organization. In general, the more the client can accomplish internally, the less expensive the evaluation. Some examples of services include:

Evaluation Plan (estimated $1,000)– This includes the research, development and writing of an evaluation plan in consultation with the client, grant application, and expectations of the funding agency. This is generally waived for agencies hiring CASPER in a more comprehensive evaluation contract and/or where CASPER was hired to write the grant application.

Assessment and Inventory Development (estimated $100-$200 per hour) – This process involves the development of assessment instruments to evaluate specific objectives. The number of hours required will be estimated based on the process required to create and/or identify the assessments and inventories. A simple process of researching and identifying available assessments is approximately two hours, while a more complex process of adapting a current assessment for individualized needs is approximately 5 hours. The cost for developing a completely unique inventory can range from a few hours (simple assessments) to many months (involving focus groups, pilot testing, data analysis, etc.). The cost for this service is often included in a more comprehensive evaluation contract.

Online Survey Development (estimated $100-$200 per hour) – This process involves creating or adapting inventories for collection online. Estimated hours will vary depending on the medium used to create the online survey and the complexity of the survey system. Cost for simple systems are estimated at the lower rate, while more complex systems are estimated at the higher rate. "One-off" or highly customized systems can be created, with costs estimated individually depending on complexity.

Data Collection and Cleaning (estimated $75 per hour) – This process is generally best completed internally, though CASPER can provide substantial assistance with this process, if desired. This involves assistance in setting up databases, collecting hard copies of inventories, entering data into databases, and cleaning the databases for future analysis. This also includes, if necessary, entry and/or transcription of qualitative data. This does not include analysis. CASPER would primarily hire multiple individuals to assist with this process, which reduces the cost by increasing the workforce for each hour.

Data Analysis (estimated $150 per hour) – This involves the analysis of data beyond simple aggregation and demographic descriptors. This would include running multivariate analyses, covariate analyses, and other more complex statistical procedures. Some level of analysis is included with evaluation reports, but more complex data analysis may present an added cost for additional time and/or consultation with statisticians. The rate is based on an hourly estimate, depending on the complexity of the analyses. Note that most data analysis will also require data cleaning at a lower estimate.

Evaluation Reports (estimated $2,500 - $5,000) – This includes the writing of evaluation reports (e.g., formative and summative reports) for distribution to funding agencies, stakeholders, and/or agency staff and administrators. The purpose of the evaluation report is to enhance the quality of the program, while also showcasing the successes of the program. Cost is generally $2,500 for a brief report (e.g., briefing, executive report, etc.) and $5,000 for more comprehensive reports that would include enhanced information. The client is responsible for providing all necessary data and analyses (when possible), as well as major narratives (e.g., activities, success stories, etc.), for inclusion in the report.

Federal / State Data Entry (estimated $1,000) – When necessary, CASPER can assist with the analysis and entry of data into online systems (e.g., PPICS for 21st Century Community Learning Centers). This includes minor data analysis and aggregation, data validation, and data entry / submission.

Research Design and Consultation (Rate Varies) – Although not required for most evaluations, CASPER can assist agencies with designing, implementing, and completing research projects. In some instances, funding agencies require proof of active participation in research projects before funding will be awarded. CASPER is well-versed in all aspects of research design and methodology.
NOTE: Travel costs are not included in the rates noted. CASPER generally requests to complete two on-site visits for comprehensive evaluation reports, and additional visits are often more advantageous for the client to ensure continued growth and development. On-site evaluation and assistance is generally billed at the rate of $1,000 per day, which includes all travel costs.
